展厅规章制度
一、入场
1、 展览会主办单位必须持有政府主管部门及相关组织机构的批准文件。
2、 展览会主办单位不准
3、参展商代表须先到会务组办理报到手续,领取代表证、布展证等证件后方可入场。进场、布展、展出期间需佩带统一证件.
4、参展单位应根据组委会的日程安排,在规定的时间布展、撤展,在指定地点展示交易;如需提前进馆布展的单位,需事先与主办单位联系。
5、参展单位的展位平面图应于开幕十五天前提交中心承办部门审定。摊位搭建和拆除应严格遵守现行的消防安全规定及中心展位搭建和拆除的有关管理规定。
6、特殊装修的展台,主办单位应通知施工方在进馆前两周,将展台设计、施工图纸交中心承办部门审核,经批准后方可施工。
7、进馆前一周,展位搭建单位需填写施工人员登记表交承办部门办理施工证,所有施工人员须凭证出入场馆。
8、进馆前二天,展位搭建单位应将其所有参展商的定单,附水、电、气分布图交中心承办部门审核。
二、摊位搭建和拆除
1、主办单位不得对展厅造成任何损坏,不得改变或影响展厅的建筑结构。凡经主办单位使用时所损坏财物的修理费用,经中心物业部估算后并由展览主办单位全额赔付。
2、未经许可,任何单位或个人不得在大堂内施工、搭建或拼装。不得改变大楼地面、墙、门窗或建筑物其他部分的结构。不得在大楼任何部位钉钉子、扭螺丝或钻洞。
3、中心仅允许使用可擦洗的粉笔或胶带在展览大厅地面上标识摊位位置,其它涂料地面划线方法不可使用。
4、中心仅允许使用非残留性的单面、双面布底胶带将地毯和其他地面覆盖物固定于地面。不允许在石质地面或墙面上使用粘胶物。
主办单位应负责除去所有在租用区域内的胶带和残留标记,因使用未经批准的胶带所造成的对建筑物任何的损害补救工作由中心进行,其费用由主办单位全额承担。
不允许参展商在场馆内使用背面有粘性的(可粘贴)图案或宣传品粘于建筑物的任何部位,中心因除去此类物品并修复任何损坏物所产生的费用应由主办单位负担。
5、不允许主办单位在妨碍消防设施、监控设施、空调排风口和厅/室内空气流动的地方搭建隔离物、展板或堆放任何物品。
6、搭建摊位使用的材料应为非易燃物,且燃烧扩散率不低于2级。
7、不允许设置永久性的吊顶。
8、不得在通向出入口的过道上放置障碍物。在展览期间观众进入租用区域的时候,所有出口不得锁住。
9、临时搭建物与墙面必须预留0.5米以上的检修通道。
10、厅顶防火喷淋设施或灯具上严禁系挂物体。
11、主办单位应确保其工作人员受过训练,能正确使用中心提供的急救/消防设施。主办单位的工作人员应熟悉火警警铃触点、消防栓、灭火器和安全门的位置。并确实保证火警警铃触点,消防水管绕盘,灭火器和安全门不得因展台、隔离物、展品或其他物品而被阻塞。通向此类地点的通道亦应保证通畅物无阻。
12、中心将协助主办单位做好展览会的运输、施工单位的管理。主办单位应通知所有运输、施工单位在进馆前一周将运输、施工人员名单、身份证复印件交中心承办部门,统一制作展览会施工人员证件,无证人员不得进行任何与展览会有关的现场施工。
13、展览施工单位必须依据公安管理部门批准的平面图施工,未经许可,不得任意修改。
三、厅内设施使用要求
1、电梯
(1)自动扶梯和客梯:
观众自动扶梯和客梯仅供运送参展商和观展公众使用,而不能用于运送货物。
(2)货物电梯:
展品及大件货物仅可通过货物电梯进入各层展厅。
2、空调
租馆期内主办单位要求使用空调设施的,须于开展前三天前向中心承办部门提出申请,并办理相关手续。
3、电器安装
(1)中心对所有标准摊位的照明及电源安装提供相应服务。需24小时供电的电器必须事先向中心承办部门提出申请。
(2)若需延时供电、供气、提供电话必须事先向中心承办部门提出申请。
(3)电器线路,电器设备的安装,应由持有效电工操作证的人员施工,并随时接受检查。
(4)敷设的电线,应采用护套线,其接头必须采用专用接头连接,除灯头线外不得使用花线,横跨通道的电器线路应有过桥保护。
(5)碘钨灯等高温灯具、霓虹灯具不得擅自安装,霓虹灯具的安装高度不得低于2.5米,并需经有关部门检查合格后,方可使用。
(6)室外的电器照明设备都应采用防潮型,落实防潮等安全措施。
(7)每个标准展位,配备1KW的用电量,如超出应事先提出申请。
(8)每个标准展位的音响应低于70DB。
4、展厅楼面负重
一层展厅:2吨/平方米;二层展厅:0.5吨/平方米;三层展厅及多功能厅:1吨/平方米;主楼地下展厅及广场地下中心展厅:5吨/平方米;室外展场:1.5吨/平方米。
展品若有振动操作的,上述地面负重能力减少50%。
展品运输、安置,展品操作等应考虑上述楼面负重能力。如有疑问,主办单位和其承包人应于搬入物品前向中心查询。
四、安全规章
1、主办单位应遵守并确保其所有代理商、雇员、承包商和参展商严格遵守国家现行的消防法规及中心的有关规章制度。
2、保证中心内部及其四周的防火通道通畅无阻。
3、下列各项必须获得武汉市消防部门的书面批准方可使用。
(1)作为展品展出或使用的任何加热器、铁烤架、发热器或明火装置、蜡烛、灯笼、火距、焊接装置及其他发烟物质。
(2)展示和使用任何可能被认为危险的电气、机械或化学装置。对有疑问的装置或该装置可能被视为危险物的,应提交有关监管机构批准。
(3)有毒或危险物,包括易燃液体、压缩气体和危险化学品。
4、应保证一切消防设备系统、空调通气口、电梯火警拉线处、室内照明装置和监控装置不能受阻碍。
5、展厅内严格禁止吸烟。
6、危险物
(1)除经过中心和有关政府部门的书面允许外,不得在展馆内使用爆炸物、石油和易燃、有毒及腐蚀性物质;
(2)放射性物质严禁带入展厅(展会开幕以前一个月获得中心和有关机构的批准的除外)。
(3)在任何时间,放于租用区域或摊位内的固体或液体库存不得超过其1天的使用量。剩余物应置于适当容器内,且封存于政府主管部门、中心和主办单位同意的地点。
(4)有毒废物应置于封闭并作标志的适当的容器内,应与有关政府部门联系其处理方式。
7、压力容器
(1)主办单位应负责对存放氦、压缩气、氩、二氧化碳或任何其他压力媒质的压力容器的合理贮存运输。
(2)一旦主办单位接到中心通知,主办单位应立即将受压容器移至中心指定位置。
(3)所有带入中心的压力容器和设备应遵守有关安全标准和规章。
8、演示、操作展品
(1)机器运行时所有运行的机器均应安装安全装置,只有当机器被切断动力源时,这些安全装置才能拆除。
(2)运行的机器必须与参观者保持相对安全的距离,并建议使用安全防护装置。
(3)仅能在所租用区域的展位上演示机器、器具,并由合格的人员操作,运作时不允许无上述人员监管。
(4)若参展商没有采取充分的防火措施,不得使用发动机、引擎或动力驱动机器。
9、展品和私人物品的保管
未委托中心保管的物品被盗中心概不负责。
10、紧急疏散措施
(1)主办单位及其人员应学习遵守紧急疏散措施。
(2)在紧急疏散时,主办单位应服从中心工作人员的统一指挥。
(3)主办单位必须严格限制观众人数,一般以展厅租用面积每天一平方米一人的标准计算。
(4)观众参观时间应尽量避开举行开幕式和闭馆当天下午的时间,主办单位应控制当天观众人数。
五、其他规章
1、动物
爬虫、鱼类、鸟类或其他禽兽动物不得进入展馆,除非系经批准的展品,或其使用与展览活动或表演有关。同时主办单位须向中心证明,对这些动物的照管与控制已采取了适当的令中心认可的预防措施,并事先获得中心的书面批准。
2、食品及饮料样品
(1)在租用区域内分发的食品及饮料样品,主办单位应获得有关机构的书面批准。
(2)所有食品及饮料的样品应符合现行的健康、安全、卫生标准和其他一切中国食品卫生管理部门的相关规定。
3、标记和特殊装饰
(1)主办单位应在指定区域粘贴展示促销标记,并按中心规定交纳相关费用。
(2)中心保留拆除租用区内所有其发现不合要求的标记的权利。
4、厅顶悬挂
在展厅内屋顶悬挂横幅,应由中心的工作人员进行。收费及有关细节需与中心联系。
5、损坏
租馆期间,主办单位应对租用区域内的任何损坏负责。修复及替换费的全部费用由主办单位承担。
6、清洁服务
中心提供展场公共区域或主办单位办公区域的一般清洁工作。
7、垃圾处理
中心提供一般垃圾处理服务,费用由主办单支付。对于过量过大或特殊的垃圾处理,中心保留加收费用的权利。
8、物品租赁
中心有展具、电器、花草等供参展商租赁。询价及租用请与中心承办部门联系。
9、主办单位办公室
主办单位可在租馆期间向中心租用办公室。
10、主办单位接待台
(1)中心提供指定的主办单位接待台。
(2)中心公共区域或其他位置搭建临时签到处,应事先经中心书面同意。
11、钥匙
(1)主办单位租赁领取的所有钥匙应于场地租用期满时归还中心。
(2)在任何情况下,主办单位不允许配制钥匙,不允许在中心内安装或拆除永久性门锁。
12、失物招领
(1)失物招领具体事项应向保卫部查询。
(2)所有的失物招领物品将分类保存30天。30天期满,中心将自行决定物品的处理方式,其他人无权对这些物品进一步追索。中心不对在规定期限内未捡到的物品负责。
13、管理费
中心保留对搭建承包商在中心内的工作收取管理费的权利。
14、保卫
中心24小时由保安人员维护场馆外围的安全保卫,主办单位应遵守中心保卫部制订的安全规定,并配合执行。


Rule & Regulations for Hall Leasing
I. Entrance
1. The exhibition holder must get required approval from relative government authorities or organization.
2. Exhibitors must get exhibition certificate and exhibition arrangement certificate etc. from exhibition holder before the beginning of exhibition. The certificate should be show out during the exhibition arrangement and exhibition course.
3. Exhibitor must complete erection or disassembly of the booth in the required period and at the required place according to the exhibition holder. If there is need to erect the booth ahead of schedule, please consult with the exhibition holder.
4. The final booth drawings (layout) must be submitted to The Center in 15 days before, and apply the approval from relative department. The erection and disassembly of the booth must obey all current fire control rules and regulations, and The Center's regulation on erection and disassembly.
For special designed booth, the exhibition holder must inform the constructive company to submit the constructive drawings to the center for review in 2 weeks before entering the exhibition hall, and start constructing after the review passed.
In 2 days before entering the exhibition hall, the exhibition holder must press the booth erection units to hand over all orders together with water, electricity, air layout to the center.
In 1 week before entering the exhibition hall, the exhibition holder must press the booth erection units to fill in the register form for all constructive workers, and hand it over to engineering department of the center for applying the constructive certificate, and the booth erection units shall enhance the safety education to all constructive workers.
II. Erection and Disassembly of the Booth
1. The Exhibition Holder must not cause any damage or change or affecting to the constructive structure of the exhibition hall. Otherwise, the repair expenses will be born by the Exhibition Holder after calculated by The Center.
2. Without permission, no constructing, erection or assembly can be done in the exhibition hall. The structure of floors, walls, doors, windows, and other parts of the exhibition hall must not be changed; no nails, bolts or drilling can be nailed in any parts of the exhibition hall.
3. The Center allows that the erasable chock or acceptable glue films can be used to mark the location of the Booth on the floor of the exhibition hall. Other marking ways are not acceptable. The expenses of erasing the floor mark without permission by The Center will be born by the Exhibition Holder.
4. The Center allows the carpet and other floor coverage materials can be fixed on the concrete floor by non-leftover single side or double-side textile based glue films. Any other adhesive materials are not allowed to use on lithoid floor or walls. The Exhibition Holder must be responsible for erasing all gluing films and leftovers in the Rented Space, the repair works for any damages caused by the unacceptable gluing films will be done by The Center, and the expenses will born by the Exhibition Holder.
It is not allowed to paste any adhesive patterns or post on any part of The Center, the erasing such items and repairing any damages will be born by the Exhibition Holder.
5. The Exhibition Holder must not erect any partition, booth or other material in the way of the work of the fire control system, supervision devices, air condition vents and air ventilation.
6. The Booth erection material shall not be tinder, and the flammable diffusivity must be more than Grade 2.
7. Permanent ceiling is not allowed to erect.
8. No obstacle can be put on the exit way. During the Exhibition, all exits must not be locked when audiences are in the Rented Space.
9. There must be a checking way with width of at least 0.5 between temporary erections and exhibition hall on aisle, the aisle must be at least 2.5m wide.
10. No objects can be hanged on water spray devices or lamps.
11. The Exhibition Holder must ensure their working staffs are already trained on how to use the ambulance/fire control facilities which provided by The Center. The working staffs shall know well about the location of the fire alarms, fire hydrants, fire extinguishers and safety exits. Under any circumstances, the fire alarms, fire mains, fire extinguishers and safety exits must not be blocked, too.
12. The Center will assist the Exhibition Holder to manage the transportation and construction during the exhibition. The Exhibition Holder must inform all transportation and construction units to hand over the workers' name lists, copy of ID card to The Center, so that the exhibition workers' entering card can be made uniformly, without entering card, nobody can enter the exhibition hall and do construction works in relation with the exhibition.
13. The exhibition constructive units must construct in line with the drawings approved by Public Security Department. No changes can be accepted without approval.
III. Regulations for using the facilities inside the Exhibition Hall
1.Lifts
1.) Passenger escalators and lifts:
Passenger escalators and lifts are not allowed to transport any goods, devices or furniture;
2.) Good lifts:
Exhibition goods and big piece goods can only be moved by goods lifts to enter every floor of The Center.
2.Air conditioning
If the Exhibition Holder needs air conditioning during the Rented Time, an application shall be made in advance of 3 days.
3. Electric apparatus installation
a) The Center will provide the service of lighting and power supply installation for all booths, the electric apparatus need 24 hours power supply must be applied to The Center in advance.
b) To extend the using of power, air, telephone is to be applied to The Center in advance.
c) The installation of wiring and electric apparatus must be done by certified workers
d) The wires must be isolated, the ends of the wire must be connected by special connectors. Non coaxial cable can only be used for lamp, wires across the aisle must be protected by bridge method.
e) High temperature lamp like loadinate-tungsten lamp, neon light can not be installed without permission, the installation height of neon light must be more than 2.5m, and be put into use after relative authority check.
f) All outdoors lighting and electric apparatus must be damp-proof, safety measurements of damp-proof for such items shall be implemented.
g) Every standard Exhibition Booth is supplied with 1KW electric power. Extra power supply must be applied in advance.
h) The audio level of every standard booth must be below 70DB.
4. Floor loading of the Exhibition Hall
1st floor Exhibition Hall: 2 ton / ㎡; 2nd floor Exhibition Hall: 0.5 ton / ㎡;
3rd floor Exhibition Hall and the Multifunctional Hall: 1 ton / ㎡;
the Underground Exhibition Hall below the main hall and the square: 5 ton / ㎡;
the Outdoor Exhibition Site: 1.5 ton / ㎡.
If the exhibition goods have moving or vibrating parts, it will lead the floor loading up to 50% reducing.
Such floor loading must be considered during the transportation, allocation and operation of exhibition goods. Any question, please consult with The Center before the goods move in.
IV. Safe Code
1. The Exhibition Holder shall obey and ensure all of its agencies, employees, subcontractors and exhibitors obey national current fire control laws and regulations, and other relative regulations of The Center.
2. All fire control exits and route ways in and around The Center must be kept inblocked.
3. An written approval must be got from Wuhan local fire control authority for following items:
1) Any materials as exhibiting goods, or using heaters, gridirons, heating elements or fire, candle, lantern, torch, welding device or other smoking materials.
2) Any electric, mechanical or chemical devices, be possibly regarded as dangerous, which will be exhibited or used. Such devices must be approved by relative supervision organizations.
3) All poison or danger materials, including flammable liquid, compressed air or chemicals.
4. All fire control systems, air condition vents, elevator fire alarms, in house lighting devices and supervision devices must be paid more attention to be not blocked.
5. No smoking in Exhibition Hall.
6. Dangers
1.) Excepting written permission by The Center and relative authorities:
a. No fire or temporary gas can be used in The Center;
b. No exploder, petroleum, and flammable, poison, corrosive materials can be used in The Center;
2.) It is not allowed to carry radioactive materials into The Center (according to relative laws and regulations, and get the approval from The Center and relative authorities at least one month before the Rented Time).
3.) In anytime, the storage quantity of solid or liquid material in Rented Space or Booth must not be more than one day consumable amount. The remain material must be put in proper container and sealed up for keep on the location which proved by authorities, The Center and the Exhibition Holder.
4.) Poison waste materials must be sealed up for keep in proper marked container, the disposal way must be approved by relative authority.
7. Pressure vessels
1.) The Exhibition Holder must be responsible for the proper storage and transportation of pressure vessels used for storing Helium, compressed air, Argon, CO2, or other pressure media.
2.) Once be informed by The Center, the Exhibition Holder must move the pressure vessels to designated location immediately.
3.) All pressure vessels and devices carried into The Center must be in line with the relative Safety Code and regulations.
8. Exhibition goods demonstration and operation
1.) All running machines must be equipped with safety devices, the safety devices can only be dissembled after the power supply cut off.
2.) A respective safe distance must be kept between running machines and audiences, it is recommended to use safety guard devices.
3.) The machines, apparatus can only be demonstrated on the Booth in the Rented Space, such demonstration must be operated by qualified operator, running without supervision by qualified operators are not allowed.
4.) Without effective fire control measurements, the Party B is not allowed to use motors, engines or dynamic driven machines.
9. Keeping of exhibiting goods and private goods
The Center has no liabilities for stolen goods not entrusted for keeping.
V. Other regulations
i. Animals
Reptile, fim, aves or other animals are not allowed entering The Center, excepting approved, or needed by Exhibition or play. In this case, the Exhibition Holder must prove to the Center that such animals are well controlled, protective measurements accepted by The Center have been implemented, and a written approval from The Center must be got in advance.
ii. Samples of food and drinks
1. The Exhibition Holder must obtain the written approval from relative authorities for the samples of food and drinks distributed during the Rented Space.
2. All samples of food and drinks must be according to current codes and regulations on health, safety, sanitation and other all national food sanitation standard.
iii. Marker and special decoration
1. The marker for promoting can be exhibited in areas designated by The Center. Please contact with The Center on service fee and detailed information.
2. The Center keeps the right to remove all substandard markers in the Rented Space.
iv. Hanging from the exhibition hall ceiling
All banners hanged from the exhibition hall ceiling must be done by staffs of The Center. Please contact with The Center on service fee and detailed information.
v. Damages
Any damages in the Rented Space during the Rented Time must be charged to the Exhibition Holder. The expenses of repairing and replacement will be calculated by The Center, and be born by the Exhibition Holder.
vi. Cleaning service
The Center provides normal cleaning service for public areas or Exhibition Holder's office.
vii. Garbage disposal
The Center provides normal garbage disposal service; the Exhibition Holder needs to pay service charge according to The Center's price list. For excessive garbage disposal, The Center keeps the right to charge additionally to the Exhibition Holder.
viii. Appliances rent
The exhibition appliances, electric apparatus, plants can be rented from The Center. Please contact with The Center for offer and arrangement.
ix. Exhibition Holder's office
The Exhibition Holder can rent offices from The Center during the Rented Time.
x. Exhibition Holder Reception
1. The Center provides designated Exhibition Holder reception.
2. Written approval from The Center is required to set up temporary registering table in public areas or surrounding places of The Center.
xi. Keys
1. Upon the Rented Time expires, the Exhibition Holder must return all keys back to The Center.
2. Under any circumstances, the Exhibition Holder is not allowed to duplicate the keys, and install or dismantle permanent door locks in The Center.
xii. Lost finding
1. The Security Department can be queried with on lost findings.
2. All lost findings will be stored 30 days in different categories in The Center. After 30 days, The Center will dispose on own ways, any other persons have no trover right on it. And The Center has no liabilities for such lost things which are not found during designated period.
xiii. Management fee
The Center keeps the right to charge the management fee on the Booth erection subcontractors' working in The Center.
xiv. Safety guarding
The Center is 24 hours guarded by safety guards, The Exhibition Holder must obey all safety regulations defined by the Safety Department of The Center, and provide cooperation.
